Consultant – Congestion Management Services

Title: Consultant – Congestion Management Services
Location: Philadelphia, PA (Hybrid) or Remote if living in Eastern Time Zone
Relocation: Yes

Our client is highly respected energy markets advisory group. They are looking to hire an Analyst-level professional for the Congestion Management Services team within the Wholesale Market Services division. This position is mostly focused on the PJM market and supports a mix of analytical work and client-facing soft skills.

Key Responsibilities

  • Support PJM congestion right allocation and auction processes
  • Provide analytical, technical, and client-facing support for PJM portfolios
  • Develop ARR/FTR portfolio management strategies for clients
  • Work with IT to automate data retrieval, analysis, and portfolio submissions
  • Help maintain and enhance internal systems related to congestion modeling
  • Submit portfolios via ISO applications, track market activity, and maintain compliance
  • Participate in PJM stakeholder meetings and monitor policy/tariff changes
  • Assess tariff updates and communicate clear, actionable impacts to clients
  • Draft, manage, and renew client task orders; support light invoicing tasks
  • Maintain strong client relationships and provide proactive market insights
  • Provide limited FTR guidance (clients have small FTR needs; knowledge helpful but not primary)

Required Qualifications

  • 10+ years in congestion management, ISO markets, settlements, or market analytics
  • Experience from an ISO, utility, retail power provider, consulting firm, or similar
  • Strong PJM knowledge required (other ISO experience acceptable if strong)
  • Proficiency in SQL Server & Excel
  • Understanding of ISO data: LMPs, FTRs, transmission constraints, outage coordination, settlements
  • Strong analytical ability with comfort interpreting large datasets
  • Excellent communication skills (role is client-facing)

Preferred Skills

  • Deep PJM market knowledge & stakeholder participation experience
  • Experience with ARR/FTR management
  • Knowledge of portfolio optimization, risk theory, or forecasting tools
  • Engineering degree or technical modeling experience (PowerWorld, Promod)
